I my favorite detail is how his radio wire is connected to the car. It's like he's doing his job - reporting a crime - while also being emotionally moved by it. As he reports it he gazes up and off towards the rest of the city, reflecting on how such a horrid event could occur amongst all these beautiful glowing city lights.
