Vega, or M.Bison from the street fighter series was one of my favorite characters. I never liked to use him, but I did like his design. He just fit that evil dictator role very well. Hence the title graphics 'Dicktator' with an exclamation on the 'DICK' part. Even though a Street fighter villain was mentioned, this specific design was actually inspired more by the character from 'Tokyo The Last Megalopolis', also titled "Doomed Megalopolis'. I never actually watched the movie but I remember the front cover of the movie from a laser disc rental store (Are you old enough to remember these?). The movie seems to be about monsters and ghosts and stuff. I should have a look one day.
